On the basis of the archival materials, first identified by the authors, and the published historical sources that have not yet come to the attention of historians of science, this article reconstructs the biography of Johann Christian Weltzien (1767–1829), doctor of medicine and surgery. In 1785, Weltzien became a court physician. In 1799, in the retinue of Grand Duke Konstantin Pavlovich, he participated in Italian and Swiss military campaigns. After that, Weltzien was assigned to the Сourt of Grand Duke Konstantin (...) Pavlovich of Russia and stayed at his court until 1810. He started his charitable activities in the Medico-Philanthropic Committee. From May 1810 to the middle of 1825, Weltzien was a physician at the Imperial Page Corps. It turned out that around the same time, in 1804–1825, he was a member of the Medical Council. Furthermore, as there were two medical councils under two ministries at the time, in 1811–1822, he was a member of both. Since 1825, Weltzien lived on his estate in Somel, now Vaiatu Manor in Estonia, and died in St. Petersburg. Weltzien’s work as a provincial physician prompted him to write a book on medical police, which was published in 1785. It has been established that this remained his only book on the topic. The article shows that Weltzien became one of the first ideologists of state care for public health in the Russian Empire. Weltzien’s ideas, expressed over 200 years ago, regarding the state having mechanisms to impact public health and the importance of not excluding it from solving health problems have not lost their significance even today. B a c k g r o u n d. The article examines the appearance, essence and formation of the concept of "echo chamber" in the field of philosophy. The main interpretations and practical aspects of the application of this concept by representatives of the philosophical community are considered. Considering the lack of an established version of the concept of "echo chamber", an attempt was made to define its meaning by analogy with the already established interpretation of a physical analogue, (...) namely, a resonator. The appropriateness of such an analogy is justified. The specifics of the operation of echo chambers are considered by analogy with the operation of the resonator and its associated phenomena. The phenomenon of "intellectual inbreeding" ("geistiger Inzucht") described by H. Franke is considered. M e t h o d s. The theoretical and methodological foundations of the research are based on the principles of scientific objectivity, impartiality and systematicity. During the research, general scientific, philosophical, and special methods of studying social and political phenomena were used, including general methods of analysis, synthesis, and comparative methods. R e s u l t s. The author's understanding of the meaning of the concept of "echo chamber" and the prerequisites for its stability, which are determined by the properties of human consciousness, namely: "comfort zone", "clipping of thinking" and the principle of "own-foreign" are offered. The appropriateness of consideration and the main properties of the echo chamber as a technology of effective communication influence are substantiated. Among the methods of destroying echo chambers, the development of critical thinking skills and digital literacy, compliance with the principles of diversification of information sources and "range of reasonable alternatives", the occurrence of cognitive dissonance, as well as the phenomenon of emotional resonance are considered. C o n c l u s i o n s. Echo chambers pose a significant threat both to the harmonious development of the human personality and to the stable existence of civilized societies. B a c k g r o u n d. The article examines the concept of human rights. This concept in modern philosophical discourse is both vague and imprecise. Although most authors recognize the lack of unanimity in the definition of the concept of human rights, few have tried to find out the reasons for this situation. The purpose of this study is to identify the sources of the problematic definition of the concept of human rights by means of a (...) logical analysis of the concept and to propose ways to overcome the identified difficulties in the interpretation of this concept. M e t h o d s. A philosophical hermeneutic approach combined with a comparative and terminological analysis of the concept of human rights was used in the study. R e s u l t s. Human rights discourse is fundamentally open: it is normatively undetermined, and anyone can join it. It is therefore inevitably polyphonic and multilingual. As a result, this discourse contains very different understandings of the most important thing: what human rights really are. Efforts to find a universal definition of the concept of human rights seem to be an attempt to unite under one roof things that are poorly or not at all combined: different ontological understandings, different scopes of the concept, and different logical characteristics. C o n c l u s i o n s. The difficulty of logical analysis of the concept of human rights, i.e. its assignment to a specific type, and its unambiguous interpretation and definition, is related to: 1) the lack of definition of the limits of scope of the concept of human rights in philosophical discourse and the insufficient definition of the limits of this concept as a legal notion; 2) the need to assess the legitimacy of the retrospective extrapolation of the term ‘human rights' to the entire body of works created before the adoption of the Universal Declaration of Human Rights, in which it was not used (in the Ukrainian context, this aspect is not obvious due to historical and linguistic peculiarities); 3) different ontological understanding of human rights by different actors in the discourse that makes it impossible to combine their positions under the same umbrella (e.g. according to one position, human rights are seen as anthropological attributes of a person; according to another, they are norms regulating social relations). The above testifies to the complexity of an unambiguous logical characteristic of the analyzed concept. It seems that thе situation does not allow for a single definition of the concept of "human rights". It is assumed that it is not a single concept, but a plurality of concepts. In this case, the position of the discourse participant in relation to a certain system of criteria and its justification may be a way to overcome the difficulties we have identified. (shrink)

The article, authored by Ukrainian and Polish social researchers, analyses normative approaches towards understanding models of democracy and their relation to civic space. Despite the existence of multiple models of democracy, they can largely be reduced to two main forms: direct and representative democracy.Deliberative democracy is posited as a third form, which, according to some scientists, combines elements of representative, direct, and participatory democracy. The analysis is based on the assessment of democracy and civic space in Ukraine, utilising data from (...) six applied international social studies, as well as the evaluation of the modern characteristics of some components of Ukrainian civic space. According to the rating of CIVICUS Monitor, Ukraine has been classified in the category of countries where the civic space is «obstructed» from 2019 to the present time (Autumn 2023). Currently, the advancement of civic space in Ukraine towards more favourable forms of freedom of association, peaceful assembly, and expression of opinion in the country are threatened by several factors simultaneously, with the dominant role being Russia's full-scale war against Ukraine.During the martial law and in the post-war context of Ukraine, civil society acts as an indispensable ally of the authorities in the process of democratic reconstruction. Civil society organizations (CSOs) represent a wide range of social interests, ensuring that the voices of different groups and segments of thepopulation are heard and taken into account. Their broad base allows them to bridge the gap between government and citizens, helping to build trust and ensuring transparency. CSOs have a proven track record of institutional monitoring, which is a critical factor in preserving and strengthening democratic values in a post-conflict environment.The article also uses the results of the authors' previous and current academic research*, as well as the results of twenty years of advocacy and analytical work as public experts in Ukraine and Europe. ==== *Remark. Protection of study participants is an integral function of the Institutional Review Board. Recently, great efforts were dedicated to enhance investigators’ awareness of ethical principles in conducting human research and to implement reviewing committees’ standards in Jordan to ensure the transparency, versatility, and responsibility in handling human subjects research in the country. The aim of the current study is to evaluate the awareness and attitudes of healthcare investigators in Jordan towards the structure and importance of IRBs. A questionnaire was distributed (...) to 200 investigators and graduate students from the Jordan University of Science and Technology. The majority of the responses indicated positive knowledge towards core ethics guidelines and the importance of IRBs. This includes beneficence, confidentiality, informed consent, and treating participants with respect. In addition, the majority of participants agreed on the importance of the IRB for ensuring the rights, safety, and well-being of the research subjects. Moreover, the majority of participants agreed that the IRB members should be trained on ethics regulations in conducting research and declare any conflict of interest with the investigators. On the other hand, about 30% of participants believed that being reviewed by the IRB would delay research and make it more difficult for the researcher. Jordanian investigators have good awareness of and knowledge about research ethics and the importance of IRBs, though more education is needed. (shrink)

This paper defends a 'punctivist' conception of consciousness from recent attacks by Ian Phillips and Matthew Soteriou. As we intend it, 'punctivism' is the view that a subject's experience over some interval is determined by their experiential states at each instant during it. Phillips and Soteriou both offer ingenious arguments purporting to show that the punctivist is unable to make sense of motion perception; and that only by adopting an 'holistic' conception -- whereby a subject's instantaneous experiences are determined by (...) their experience over the interval -- can we make sense of the puzzles such phenomena pose. We contend that both arguments invoke dubious claims, their proffered solutions come with highly controversial commitments, and, if we take punctivism seriously, it is difficult to see why the so-called puzzles should be puzzling in the first place. A punctivist model of motion perception is proposed in response, and objections anticipated. (shrink)

Some writers argue for extensive involvement, while others draw relatively narrow boundaries around the appropriate sphere of a company's nonbusiness activity. One way to classify and clarify these various views is to examine each in light of the notion of business-society relationship which underlies it. Is humanistic knowledge still necessary today as an indispensable part of our human world?

Les trente dernières années du XX e siècle ont été marquées par une très forte inflation des règles du droit du travail visant à protéger l’emploi. Ces règles encadrent notamment le licenciement et tentent d’endiguer le recours aux contrats précaires. Mais on s’aperçoit aujourd’hui qu’il n’existe pas de rapport mécanique entre les objectifs poursuivis (protéger l’emploi), leur traduction législative et les résultats produits qui sont décevants. Prenant acte de son impuissance le législateur entend désormais changer de paradigme en concentrant ses (...) efforts sur la protection des transitions professionnelles. Toutefois les lois les plus récentes qui s’inscrivent dans cette perspective connaissent de nombreux déboires, et pour l’instant il ne semble pas évident que la prospection sur ces nouvelles terres donne plus de résultats que ceux obtenus sur les anciennes. The economic crisis has been the main topic of all news resources in recent months. Today, Christian churches and other religious organizations, both in Ukraine and in the world, do not stand aside from this problem. We learn from various sources that financial difficulties have increased the number of parishioners of religious institutions by several times. In particular, people visit those religious institutions where they hold so-called "anti-crisis prayer services." One of the first places to pray for overcoming the crisis (...) was the Cathedral of St. Michael's Cathedral in Zhytomyr, where, according to Father Alexander Trofimlyuk, the number of people attending Sunday worship increased from 200-300 parishes to 500-600. Purpose of the study is to shed light on the role of psychophysiology in the creative process, namely, the style corrections connected with pathological changes in the artist’s organism, deviating from empirical-descriptive methods. Theoretical basis of the study implies the interpretation of the notions style and disease not in their narrow professional limitation but from the standpoint of expanding the parameters of these concepts to philosophical dimensions. Based on the principle of analogy, the research findings prove that non-mimetic creative process (...) manifests itself exclusively in connection with a human from a bodily viewpoint through anthropological mimesis, which can program the propensity to certain capabilities of the individual organism. C. G. Jung was the first who pointed to the productivity of this method in his work "Theoretical Reflections on the Nature of the Psyche". The creativity phenomenon reflects not only "pure" psychology and the intellectual and spiritual component but also its relation to the artist as a physical being. It, outside its belonging to and being conditioned by transcendent factors, includes a quantitative aspect related to the moment of intensity. The disease acts to some extent as a stimulator of the production/change of aesthetic enzyme. In this context, the dialectic method is also effective because the subject of study cannot be comprehensively argued using naturalistic approaches only and requires a semantic explanation too. The essence of it is the logic of contradictions. In this case, the antinomy of matter-spirit plays a conceptual role in the projection on the plane of word-formation. Originality of the research findings is in the expansion of the causal relationship range of the creative process, namely the inclusion of the factor of psycho-physiological pathology into the system artist-work. This factor performs important stylistic functions. Conclusions. In contrast to scientific studies, where 1) style is analyzed separately and 2) the figure of the artist, this study argues the need to correlate these issues, taking them beyond descriptiveness to avoid schematics and one-dimensionality. This essay argues that schooling in Israel is tied too closely to ideology. This results in an indoctrinary orientation that contributes to divisiveness and imperils Israeli democracy. After reviewing and critiquing the roots of this orientation, I advance an alternative that understands education as an agent of the good rather than ideology. Israeli schooling requires a vision of goodness broad enough to encompass competing conceptions of Jewish life espoused by the majority as well as non-Jewish orientations affirmed by various minorities. It is quite difficult if not impossible to imagine how contemporary affairs—in business and science, communications and transportation, governmental and military activities, for example—could be conducted without the use of computing machines, whose principal contribution has been to relieve us of the necessity for certain kinds of mental exertion. El estudio de la epigrafía votiva evidencia que la mezcla de elementos romanos e indígenas resulta característica de la religiosidad de las mujeres hispanorromanas del territorio castellano-leonés, como igualmente lo es de las estructuras onomásticas y sociales de todo el tercio norte peninsular, pero, en todo caso, estas manifiestan sus creencias a través de las formas religiosas locales que les son más familiares, preferentemente en un culto de tipo privado y familiar, a menudo ligado a medios rurales, que se inclina (...) por las divinidades salutíferas y protectoras. Las implicadas muestran un importante grado de latinización y romanización onomástica, que sin embargo no acaba de consolidarse como mayoritario o absoluto, y un nivel socioeconómico medio o modesto, con escasas excepciones.
